Vung Ang 1 Thermal Power Plant is located in Hai Phong hamlet, Ky Loi commune, Ky Anh town - Ha Tinh. It is national key project for emergency power source with the largest capacity so far (two units of 600MW). The project is invested by PetroVietnam and the operation is assigned to PVPower and PVPower Ha Tinh directly. The plant has been officially put into commercial operation since January 2015 and provided nearly ten billion kWh of electricity to the national grid. At inspection time, Unit 2 of Vung Ang 1 Thermal Power Plant was under operation while Unit 1 was paused since November 2015 for maintenance.

Although the weather is very hot in Vung Ang with temperature of around 38°C, the interdisciplinary inspection group led by Dr. Trinh Thanh, Deputy Director of the Institute of Science and Environmental Technology (Polytechnic University of Hanoi), leader of team 4 directly carried out monitoring and inspection of all stages of waste treatment at Vung Ang 1 Thermal Power Plant. The working group has inspected the observance of the laws on environmental protection, taken samples of waste generated from production activities of the plant.
After more than one day of hard and collaborative work, the interdisciplinary inspection group has given conclusions on the environmental protection of Vung Ang 1 thermal power plant. Specifically, the Plant has completed environmental impact assessment (EIA) for entire project, its slag disposal site has been approved by the Ministry of Natural Resources and Environment, permitted to be generator of hazardous waste by Ha Tinh Department of Natural Resources and Environment, to discharge wastewater by the Ministry of Natural Resources and Environment, to exploit and use sea water ...

The waste generated from production activities such as condenser cooling water, waste water from production and daily lives... are treated in compliance with procedures, meeting standards of the Ministry of Natural Resources and Environment. Particularly SOx absorption system, sea water is taken from outlet of the cooling system, pumped to the absorption tower and sprayed from the top down, exhaust fume from the bottom up is absorbed by retrograde approach; water from absorption tower is mixed with sea water and aerated with oxygen, control pH parameter, temperature, dissolved O2 concentration (DO) then mix with cooling water and discharge into the sea.
The company has installed automatic monitoring system (online) in the coolant channel behind aeration tank for monitoring 24 hours per day, particularly the operation workers are always on duty at the observation points to monitor, process, record pH parameter, temperature and DO before mixed with cooling system prior to being discharged into the environment. They will timely detect abnormality in waste flow for prompt treatment in accordance with the regulations on environmental protection of Petrovietnam Power Corporation, Vung Ang 1 Thermal Power Plant.

In terms of dust and exhaust gas, Vung Ang 1 Thermal Power Plant has been fully equipped with processing systems including ESP system, bag filter system, desulfurization system, NOx removal system. Following treatment, exhaust gas meets standard to be discharged through the chimney. Chimney system of Vung Ang 1 Thermal Power Plant meets European standard with the height of 180m, the width of bottom diameter of 21m, two inner steel exhaust pipes of 6.5m wide for two units. There are one elevator inside the chimney, online emission monitoring devices, staircases, technical operation floor.
The Plant has signed contract with Ky Anh Urban Environment Company and KKT Service Centre of Ha Tinh province for regular collection, transport and treatment of conventional solid waste such as wood, plastic waste, bottles... with the amount of about 3.5 tons/ year. Particularly for hazardous waste, Vung Ang 1 Thermal Power Plant has completely followed process of collecting, sorting, storage at a large area of 48m2 with warning boards, containers and classified according to regulations. The Plant has also signed contract with An Duong Environment and Waste Treatment JSC and URENCO 10 for collection, transport and treatment. So far, the Plant has transferred 32 thousand tons.
The interdisciplinary inspection group affirmed that PVPower Ha Tinh has paid attention to environmental protection and performed a number of tasks such as providing completed construction and good operation of environmental treatment systems system including electrostatic precipitators, wastewater treatment, bag filter, desulfurization, NOx, hazardous waste collection work... However, the inspection group requested to strengthen automatic monitoring of SO2, HSO2 parameters to ensure the quality of waste water.
On behalf of PVPower, Head of Safety - Health - Environment Department, Mr. Mai Dinh Tan confirmed that the Corporation always complies with all laws and regulations on environmental protection. The Corporation and its subsidiaries always welcome interdisciplinary inspection groups to inspect, evaluate and point out the shortcomings for the units to timely supplement permits, invest in equipment... ensure safety of labor and production environment. Also, it committed to comply with the environmental management regulations for power plants issued by PVPower, implement drastic direction and concretize the recommendations of the interdisciplinary inspection group.
In the past two weeks, Vung Ang 1 Thermal Power Plant has been actively working with six groups of the Ministry of Natural Resources and Environment, Ministry of Industry and Trade, Ministry of Public Security and interdisciplinary inspection group on environmental protection. Vung Ang 1 Thermal Power Plant has been recognized for good treatment of waste and environmental protection, hygiene and safety as a modern power plant with advanced technology in Vietnam.
