Vung Ang 1 Thermal Power Plant has a capacity of 1,200 MW (2x600 MW). Putting the unit No.1 and unit No. 02 into commercial operation since 31st December 2014 and 12th May 2015 respectively, so far the plant has provided more than 3 billion kWh for national electricity system. As a coal-fired thermal power project with large capacity of unit, using advanced direct pulverized coal burning technology of high-performance, meeting requirements for environmental protection, the plant will provide .2 billion kWh annually when it is put into operation. It contributes to satisfying the demand for additional charge of the region in general and the national electricity system in particular. The annual revenue of the plant is estimated at 7-8 trillion dong, a significant contribution to total revenue of the Group as well as the central and local budget.
On behalf of the Project Owner, the Acting Chairman of BOD and President & CEO Nguyen Quoc Khanh said: “Vung Ang 1 thermal power plant is one of the urgent electricity projects granted with specific mechanisms, policies to carry out the construction in accordance with the Prime Minister’s Decision No.1195/QD-TTg dated 09/11/2005. The Prime Minister has assigned Vung Ang 1 Thermal Power Plant project to Petrovietnam - Project Owner, LILAMA - EPC contractor and capable subcontractors in the country.

Despite complex geological conditions, limited infrastructure, harsh climate, difficulties of domestic and international economy, the parties have overcome the obstacles to meet the schedule target, ensure the quality and safety. Vung Ang 1 Thermal Power Plant is among few coal-fired power projects with encouraging localization rate (about 30%) in terms of domestic design, fabrication, materials and equipment, including the package with localization rate up to 55% ".
That Vung Ang 1 Thermal Power Plant is completed satisfactorily in terms of the quality and safety is an important prerequisite for the implementation of following coal-fired power projects as well as Vietnam oil and gas industry development strategy, including the power sector. Also, it is an important basis to mark the outstanding success of domestic contractors in developing internal strength, acting as EPC contractor for coal-fired thermal power plants with large capacity.

On behalf of EPC contractor of Vung Ang 1 thermal power plant project, LILAMA General Director Le Van Tuan highlighted the difficulties and challenges during the project implementation, including coal burning technology, heat optimization, transfer and master of power generation technology and the weather harshness in Vung Ang. Before such difficulites, under the Government’s direction, Petrovietnam, LILAMA, the construction, installation and operation contractors have tried their best to overcome the challenges, put the plant into commercial operation in the dry season of 2015. They have been highly appreciated by the state authority for construction quality inspection for reduced heat dissipation, high power output, fuel saving, lower emission than allowable standard.
Speaking at the inauguration ceremony, Prime Minister Nguyen Tan Dzung acknowledged and appreciated the efforts of Petrovietnam, LILAMA and contractors’ staff and workers in overcoming challenges to successfully build Vung Ang 1 thermal power plant. The Prime Minister stressed: “There is a turning point from this project. The plant is fired with coal while it is difficult to use anthracite coal in our country. Two units have advanced technology. For the first time, both Project Owner and EPC contractor are Vietnamese businesses that have been built for decades. We should promote our internal strength for independence and self-control. We should be fully aware of being project owner, go ahead with advanced technology. So far, the plant has safely generated power with high capacity and low investment. In comparison with Vung Ang 2 - BOT project of the same capacity, the investment for Vung Ang 1 is 800 million USD lower.
It is glad that our workers have matured. I must say that we can produce all power except atomic power. Hence, it is possible to say independence and internal strength are very important to national industrialization and modernization. I hope that we will continue to follow this path in the future, do not be subjective and self-satisfied because there will be higher requirements for technology, engineering and environment. I request higher localization rate and better technology for subsequent projects such as Thai Binh 2, Long Phu 1, Song Hau 1 Thermal Power Plants.

With the successful organization of Vung Ang 1 thermal power plant inauguration ceremony, Petrovietnamcommits to operate the plant safely, stably and efficiently in the coming time. Petrovietnam will closely coordinate with EVN in mobilizing optimal power output of the plant and with local authorities in ensuring security, safety, good implementation of social welfare policy and environmental protection for the people in the project area.
