Prime Minister Nguyen Tan Dzung issues order for construction start of Song Hau 1 Thermal Power Plant

In the morning of 16th May 2015, Politburo member & Prime Minister Nguyen Tan Dzung arrived to attend, instruct and hit the start button for Song Hau 1 Thermal Power Plant Project (2x600MW) at Song Hau Power Center (Phu Xuan hamlet, Mai Dam town, Chau Thanh district, Hau Giang province) invested by PetroVietnam.

The ceremony was also attended by Mr. Dae Joo Jun, Korean Ambassador Extraordinary and Plenipotentiary to Vietnam, heads of Ministries, Central Sectors, leader of Hau Giang province and provinces in the Mekong River Delta.

 

Reporting to the Prime Minister, PetroVietnam President & CEO Nguyen Quoc Khanh emphasized: Song Hau 1 Thermal Power Plant Project is important to implementing the electricity development strategy of the oil and gas industry of Vietnam, orientation to 2030. Once the project is implemented, it will create jobs for thousands of laborers in the construction phase and hundreds of laborers in the operation phase excluding ancillary services. After the Plant is completed and put into operation from 2019, it is expected to provide about 7.8 billion kWh/year to the national grid, contributing to ensuring national energy security and economic development in the Mekong River Delta generally, Hau Giang province particularly.

Song Hau 1 Thermal Power Plant under Song Hau Power Center is located in Phu Xuan hamlet, Mai Dam town, Chau Thanh district, Hau Giang province with total capacity of 1,200 MW and 2 units (2x600MW). It has a construction area of 115 ha. PetroVietnam, Song Hau 1 Petroleum Power Project Management Board and LILAMA act as the Project Investor, Investor’s representative in charge of project management and EPC Contractor respectively. This is one of the key national projects under the 7th Electricity Planning approved by the Prime Minister and where specific mechanisms, policies are applied to the construction of urgent power projects in accordance with the Prime Minister’s Decision No. 2414/QD-TTg dated 11/12/2013. This is also one of three Thermal Power Plants of Song Hau Power Center with a total capacity of 5,200 MW. The project has a total investment of about 43,043 billion VND, equivalent to 2,046 billion USD. The Project Investor provides 30% of the financing source, and the remaining 70% is contributed by export credit agency (ECA) and other financing agencies.

Song Hau 1 Thermal Power Plant is a traditional condensing coal-fired one. It has supercritical parameters, re-dry, pulverized coal-fired technology with high performance indicators, availability, reliability, safety and meets environmental requirements thanks to such modern technology as dust filter, NOx reduction, SOx removal and waste water treatment ... The Plant consumes about 3 million tons of coal every year.

 

Up to present, main items as land acquisition, bomb clearance, leveling, power and water supply, river embankment have been basically completed for the plant construction.

Giving instruction speech, Prime Minister Nguyen Tan Dzung praised and appreciated PetroVietnam for the rapid and synchronous development in every sector. He affirmed that PetroVietnam was among three leading groups of the country. For Song Hau 1 Thermal Power Plant Project, PetroVietnam has made great efforts and overcome all difficulties to implement the project in accordance with the schedule commitments. It was very important to the country and contributed to ensuring national energy security.

 

Prime Minister Nguyen Tan Dzung reminded: Song Hau 1 Thermal Power Plant is the key project in the electricity development strategy of Vietnam’s oil and gas industry particularly and the national electricity planning generally to meet the urgent demand for electricity of the South as forecasted. On the one hand, the Prime Minister requested the Investor, EPC Contractor and relevant parties to coordinate, highly focus the resources to ensure the project progress, complete the construction and put Unit 1 and Unit 2 of the project into commercial generation by 2019 as scheduled. On the other hand, he drew attention to the issue of project quality, the requirements of environmental protection as well as cost optimization so that the project would be economically and socially efficient in the area.

Acquiring the Prime Minister’s instruction, Chairman Nguyen Xuan Son committed that PetroVietnam would coordinate, supervise and speed up LILAMA (EPC contractor),  Doosan (major equipment supplier), Project Management Consultant and relevant units to concentrate the resources to ensure the project progress, complete the construction and commercially generate Unit 1 and Unit 2 by 2019 (48 and 52 months after construction start) while ensuring the progress and the quality of work, the requirements of environmental protection as well as cost optimization for the project efficiency in terms of both economic and social aspects. PetroVietnam would maximize the potential, achievements and experiences to promote the implementation of projects of the Group, with the goal of gradual localization, priority given to domestic services, an important contribution to the industrialization, modernization, economic and social development.
